As we see the peoples push for a Democratic solution in Africa and the Middle East I can only hope that the actions of President George W. Bush and his administration will be considered as one of the catalyst. Could it be that the diffusion of information, using the modern media, has made populations realize, "We Can Too"? Off shore drilling. Does it go far enough or a step to Cap and Trade legislation?

The administrations new proposal to allow limited offshore drilling and studies to determine if they are economically worthwhile are now an open debate.Is it a real  proposal?
